The Town of Blanchard’s new treatment plant has the water production capacity of 5.0 million gallons per day (MGD) and replaces the outdated, undersized treatment facility located on Louisiana Highway 169 approximately, five miles southwest of the new plant site.
The development of the facility will provide a high quality, reliable water supply for the community’s four thousand plus (4,000+) water customers. The treatment plant will also serve as a potable water supply for nearly two thousand (2,000) additional water customers on the Mooringsport, East Mooringsport, East Cove, Pine Hill, and Lakeview water systems.
As designed, the project will also meet the long term potable water demand for an additional four thousand (4,000) water customers. The facility can be efficiently and cost-effectively expanded to a total capacity of 10.0 million gallons per day (MGD) to meet the future water needs in north central Caddo Parish as those needs are identified for the next twenty years.
The membrane type treatment process will be the first of its type in Caddo Parish and only the third of its kind in the State of Louisiana.

Budget
The total cost of the project is estimated to be $16,987,000.00. The development is subsidized with loan funding from the Louisiana Department of Health and Hospitals – Drinking Water Revolving Loan Fund Program.
